오는 12월 1일은 우리 지역의 명문 대학인 유덥의 시애틀 캠퍼스가 원서를 마감하는 날이다. 우리 주위의 많은 분들이 불체자의 신분으로 고생을 하고 있는데, 그 자녀들이 유덥을 지원하는 요령을 실제의 유덥 원서에 나오는 대로 소개한다.  유덥에 지원하는 학생들이 사용하는 원서에는 두가지가 있다. 하나는 일반 신입생을 위한 지원서 (Application for Freshman Admission)이고 다른 하나는 외국인 유학생을 위한 국제 학생용 지원서 (the International Student Application)이다.

만일 자신이 불체자 신분일 경우에는 첫번째 소개한 일반 지원서를 사용해야 한다.  이 지원서의 세번째 페이지는 지원자의 신상(주소와 주민 여부)를 적는 난인데, 여기에 미국 시민이 아닌 경우는 어느 나라 시민인지의 여부 [우리는 Korea, Republic of (South)를 드랍 다운 메뉴에서 찾아 선택]와 어느 나라 영주권자인지 [역시Korea, Republic of (South)]를 기입한다.

다음에,  불체자 신분으로 워싱턴 주에 3년 이상 연속적으로 거주한 경우 아래에 보이는 CR-5난의 이민자격난에는 다섯번째인 기타 (other)를 선택한다. 그러면, 자격을 구체적으로 기술하라는 빈칸이 나오는데, 아래의 예에 보이는 것처럼 HB-1079를 적어 넣으면 된다. 만일, 고교 졸업시 워싱턴 주에 거주한 지 3년이 안되는 경우에는 이 난에 Undocumented Student라고 기입하면 된다. Immigration Information CR-5.Current or Expected Visa Type or Immigration Status Refugee Political Asylee International Student Other Visa Types (A, E, G, I, K, V) Other: any status not included above Please SpecifyHB-1079 If you have lived in Washington state for at least 12 months on an H1, H4, L1, or L2 visa, you may qualify as a Washington state resident based on House Bill 1487. To complete the freshman application, select "Other: any status not included above" and write your visa status and HB 1487 in the box provided. For example, "H4 visa - HB 1487." Once you have completed the application for admission, you will also need to complete and submit the Residency Questionnaire Applicationin order to qualify as a Washington state resident. If you are on any other type of non-immigrant visa not listed on this application or if you are on an H1, H4, L1, or L2 visa but you reside outside of Washington state, you should complete the international student application.    

위에서, 3년 이상을 워싱턴 주에서 연속적으로 거주한 지원자는 다음의 조건을 충족할 경우에, 거주민 학비를 낼 수 있다. 하지만 주의할 것은 이 3년이라는 조항이 엄격하게 연속적으로 3년을 거주해야한다는 것으로, 여름에 한국을 다녀온 기록이 있다거나 하면 해당이 되지 않는다 (Students who are not U.S. citizens are able to get residency through an application known as the HB 1079 form. In order to qualify for this, students must have been present in Washington for 3 full years (not 3 school years) before they graduated and not return to their home country during the summer breaks).  

더 구체적으로, 불체자 신분의 학생이라도 다음의 세가지 조항을 만족시키면, 거주민 학비를 내도록 다음과 같이 워싱턴 주의 법(HB-1079)이 정하고 있다: Students may be eligible to pay resident tuition rates if they meet all of the following 3 criteria:

1.  Received a diploma from a Washington high school or the equivalent of a diploma in Washington State.

2.  Lived in Washington for at least 3 calendar years (not school years) prior to receiving their diploma or its equivalent.

3.  Continuously resided in Washington since receiving the high school diploma or its equivalent.

4.   즉, 1. 워싱턴 주내의 고교를 졸업하거나 그에 준하는 자격을 얻고, 2. 고교 졸업장이나 그에 준하는 자격을 얻기 전에 방학 기간 포함 3년간 워싱턴 주내에 연속적으로 거주했으며, 3. 졸업후 워싱턴 주내에 계속 거주한자는 거주민 학비를 낼 수 있다라는 조항이 법으로 보장되어 있다.
